Neighborhood Assistance Program

The Missouri Department of Economic Development offers a program called the Neighborhood Assistance Program (NAP). The purpose of NAP is to provide assistance to community-based organizations to enable them to implement projects that relate to community service, education, crime prevention, job training and physical revitalization.
Applications for Fiscal 2011 will become available online in mid-March of 2010 and can be completed by the applicant organization. The Northwest Missouri Regional Solid Waste Management District has received grant funds from the Missouri Department of Natural Resources to disseminate to public, private and not-for-profit sectors throughout Atchison, Gentry, Holt, Nodaway, and Worth counties.
The grant funds are intended to reduce the amount of waste entering the local waste stream and/or to facilitate recycling. Any individual or organization with an idea for a project to recycle, reduce, or reuse such items as: paper, organic waste, resin plastics, or electronics can submit an application and may be awarded funds to support their project.
Previous grants approved have included the purchase of wood chippers, recycling bins and refurbished equipment that assists in recycling or waste reduction activities. District Grant dollars have also helped establish outdoor classrooms for schools.
Preference shall be given to projects that reduce, reuse, recycle or strengthen consumer demand for the following post-consumer wastes, including paper, glass, metal, plastics, demolition waste, organic waste, yard waste, waste oil, lead acid batteries and electronics. Applications will be evaluated according to several criteria. Some of those criteria are:
- How well the project contributes to community-based economic development.
- If the project promotes waste reduction or recycling.
- Project feasibility.
- If the project has an effective marketing strategy.
- If the project can be implemented in a timely manner.
- How well the project complies with federal, state and local requirements.
